Lip liner:
Use a liner that matches your lips perfectly (and not the lipstick) to draw a line as close to your lower lip line as possible. You can thicken the middle of the cupid’s bow to create a fuller effect.
The upper line:
Use a white matt liner to draw the upper line, a little above the natural line. You can draw a faint line that just about catches the light without being too obvious.
Shadow effect:
Use your eye shadow to dab on a little on your lower and upper lips. Use a shade that’s closest to your lip color as it will create a bee-stung effect.
Shimmery bits:
Go for lighter shades that create an illusion of a pout and make sure to dab a lot of shimmery highlight on your lips. You can also apply a bit of gloss in case you want to go for darker shades.
